PROFILE OF BARANGAY TAROSANAN, CAMALIGAN, CAMARINES SUR

PROFILE OF BARANGAY TAROSANAN, CAMALIGAN, CAMARINES SUR
By:

SB-Camaligan, Camarines Sur, Philippines 4401

A. History:

An entry in the Genealogical Index of the Church of Jesus-Christ of Latter Day Saints website states that, in the year 1768 at Tarosanan, Camaligan, was born a certain Manuel Andres Sacramento, whose parents were Manuel Salvador (born in 1736 at Tarosanan) and Mariana Sacramento.
According to this source, the couple Manuel Salvador and Mariana Sacramento were married in 1767. It must be noted however that it was only in 1795 that Camaligan was created a separate parish from Naga, based on another official source. Notice that these birth dates of Manuel Andres and his father Manuel Salvador and the marriage date of the Salvador couple were dates prior to the creation of the parish and, presumably, the town of Camaligan  It puts into a doubt whatever claims we have in terms of a foundation date for both the town and parish of Camaligan because of this conflicting reports .
Earlier researches conducted in 2001 at the district office of the same church through its microfiche records yielded an entry in the baptismal entry for Naga Cathedral stating that a certain Luciano de San Nicolas of Tarosanan, Camaligan, stood as a baptismal godfather to a certain Eugenio de San Nicolas, son of Thomas Aquino and Michaela Rufina. Eugenio de San Nicolas was born in 1821.
These documents confirm for certain that, on the dates stated above, Tarosanan already existed as a barangay of Camaligan. Future researches may still be able to establish its exact foundation as a barangay of Camaligan and, hopefully, might also lead to establishing the exact date of the foundation of Camaligan as a town during the Spanish era.
According to the testimony of two living informants, the name “Tarosanan” may have come from any of these two sources: 1. from “taros nin taob” because the place is low lying that it is easily saturated with water even during ordinary high tide; and 2. from “tarosan an dalan” because of the existence of a pathway from a place known before as Tarosanan Sadit (which was in Camaligan) that led to another place that was also known before as Tarosanan Dakula (which was in Milaor) and that this pathway (dalan) made it easy for someone to go to Milaor from Camaligan; hence, the existence of the pathway from these two Tarosanans served to penetrate easily the town of Milaor.
Our first informants, the spouses Domingo Ragas and Clara F. Antonio, told us that the lot where the present barangay hermita is located was donated to the barangay by Maximino Nicolas, who then served as  Barrio Delegado (Barrio Deputy) and Hermano Mayor for a long time. The brass bell for the wooden kampanaryo was donated to the hermita by Domingo Alden de la Concepcion in January 22, 1931. During the term of Crispin H. Francisco as the Teniente del Barrio (1970-1982), the hermita was made of corrugated galvanized iron for roof and flat galvanized iron for walls. The flooring was concrete but already cracked in several places. This structure was completely destroyed by Typhoon Sening in October 13, 1970, but was reconstructed through rabuz work by the residents under his leadership, with the construction materials donated by them. The wooden retablo for the barangay patron saint and the altar were constructed through the supervision of Marcelo Francisco, Crispin’s father.
The lot in front of the barangay hermita, where the barangay hall and plaza are located, was a donation of the former Municipal Councilor and Teniente Del Barrio Pablito L. Acabado.
A rice paddy served as a pathway that went from the hermita to the Gainza road. It was Domingo Ragas, during his incumbency as Municipal Secretary, who negotiated for the construction of this rice paddy pathway into a municipal road, together with the road from barangay San Francisco to the Gainza road.
Clara Antonio Ragas told us that the first primary school building, that was made of light materials (nipa and wooden posts), were constructed on the former property of Maximino Nicolas, presently the property of Natividad S. Pado, on the west side of the barangay hermita. It was constructed sometime in 1938. Later, when this original structure was destroyed, classes were transferred to the house of Blas Acabado, Pablito Acabado’s father, at the site of the present barangay hall. The first teacher assigned to this barangay was Rosario Prado Galicia, who taught Grades I and II. Classes were disrupted during the Japanese occupation (1941-1945) but were later resumed after the American liberation.
When classes resumed after the Second World War, it was held on a new site, this time on the lot permanently donated as a school site by Bernarda Alacdan and Patricio Nicolas. This lot is now the location of the present Tarosanan-San Francisco Elementary School. The first batch of teachers who were assigned here were Carmen A. Enguero, Mercedes N. Naldoza, and Aurora O. Agomaa. A gabaldon Type building, consisting of three classrooms, were constructed on the site along the barangay creek. Later, this structure was expanded with the construction of a 3-room bungalow type building. When the Gabaldon type building was later demolished in the late 1970’s, another 3-room Marcos type building was constructed along the creek to replace it. Demolished materials from the Gabaldon type building were used to construct the Home Economics classroom at the back of the concrete stage.
In 1968, Clara A. Ragas was assigned in this school as a Grade II teacher. The other teachers who taught in this school were Rosario Alinar (Grade I), Evelyn de Loyola (Grade III) but later replaced by Hilda Saripe, Maria Cambaling (Grade IV), Rosalinda Nopia (Grade V), Rufina Barosa Alden (Grade VI), with Carmen Albino as Head Teacher.
According to Clara Ragas, the narra trees planted on the school premises were solicited by her from the Department of Agriculture-Regional Office V after Typhoon Sening in 1970.
The following residents who served as barangay officials were: Maximino Nicolas, Marcelo Francisco, Geronimo Nicolas, Patricio Nicolas, Santos Aldave, Angeles Aquino (who later became a municipal councillor), Dominador Egino (1962), Flaviano Nicolas, Engracio Albao Jr., Leonardo Nicolas, Crispin H. Francisco (1970-1982), Domingo Vasquez, Jesus Abucar (OIC), Antonio Aquino (OIC), Jose P. Go (1989-97 and 2002-2007), Rodrigo Francisco (1997-2002), and Salvador C. Lorente (2007 to present).
Our second informant, former Teniente del Barrio Crispin H. Francisco, 77 years old, born 12 October 1933, was the spouse of Felicisima de Leon (75 years old, born 1935). They were married in 1952 at Penafrancia Church, Naga City. Crispin told us that when he was seven years old, he attended Grades I at the then Tarosanan Primary School, but he later continued his elementary schooling at the Camaligan Central School after the American Liberation from Grade II until he graduated. Her teacher was always Mrs. Rosario P. Galicia from his Tarosanan up to Camaligan Central school days.
Crispin Francisco told us his experiences during the Japanese war, from the moment the five Japanese soldiers crossed the Bicol River from barangay Sabang, Naga City to barangay Tarosanan to reconnoitre the place up to the moment of American liberation when the American war planes, at first a lone carrier airplane that circled the sky and then a squadron of American bomber planes which bombed a Japanese garrison at the Watsigan (a small river port along the Tabuco river which the Chinese palay traders used to buy palay from Filipino natives). The house of Marcelo Francisco, Crispin’s father, was then located on the other side of the Tarosanan creek at the present property of Juan Francisco.
During Crispin’s incumbency as Teniente del Barrio (1970-192), his officials as barangay councilors were Celerino Nicolas, Gerardo Lurcha, Dolores Nicolas, and Dominador Egino, with Leonor Baduya Francisco as barangay treasurer and Clemencia Molina as secretary.
Accomplishments during his term consisted of the following: concreting of the barangay hermita and feeding center (a structure attached to the barangay hermita), concreting of roads (1 m wide) from the Gainza road to Rawis (Milaor-Camaligan boundary), concreting of the Sta. Cruz road going to the Tarosanan Elementary School and the widening and concreting of the Del Rosario road from the 150 bags of cement donated by Mayor Dalmacio Aurellano with aggregates and rabuz work donated by local residents, repair of the Del Rosario-San Miguel bridge with wooden posts and planks donated also by residents.
Our third informant is the present Punong Barangay Salvador C. Lorente. His term of office started in 2007 up to the present. His barangay officials were the following: as barangay councillors, Marites Salumbides, Ramil Alden, Loreta Acabado, Arsenio Egino, Ramiro Francisco, Rafael Francisco, and Norberto Buena; SK Chairman if Jomel E. Mariano, barangay secretary is Henry Francisco and barangay treasurer is Salvador Alden. His accomplishments are the following: riprapping of Tarosanan creek, widening of barangay road at Zones 3 and 4, drainage canal from Zones 1 to 3, construction of 6 units deep wells in Zine 2 to 4, water pipe connection from MNWD at Zone 4, Home Economics building construction and repainting of all classrooms at Tarosanan Elementary School through PDAF funds of Cong.
